Oops, blamed the wrong idiot.

The person who made the totally inappropriate speech was not the Virginia Tech president, Charles Steger. It was the governor of Virginia, Tim Kaine.

Tim's the second speaker, so you don't have to wait long. His opening comments are fine I guess... I must have mentally tuned it when I heard him start talking about the world.
